WEBSTER — A month-long investigation by Webster Police into the illegal sale and distribution of narcotics culminated in the arrest of a Connecticut man on charges of possession with intent to distribute cocaine and conspiracy to violate drug law.

Webster Police Officers, who had been surveilling the overnight activities at 55 Pleasant Street, Apartment #2, observed several known individuals purchasing crack cocaine and fentanyl from the residence.

Information gathered during the investigation led to the issuance of a search warrant by the Dudley District Court.

On Oct. 31, at approximately 9:30 p.m., the search warrant was executed by Webster Police Officers and Detectives.

They discovered crack cocaine, hundreds of unknown pills, multiple scales, and sandwich bags indicative of narcotics sales and distribution inside the apartment.

Phillip Smith, 47, of New Britain, CT, identified as the main subject of the investigation, was arrested and charged with possession to distribute cocaine (subsequent offense) and conspiracy to violate drug law.

Smith, who also had an outstanding warrant for failing to provide DNA, was held on $2,600 cash bail.

A second individual found in the apartment was summonsed to court on drug charges.
