MANCHESTER — Police are actively searching for 26-year-old Halie Drouin, wanted on an arrest warrant for two counts of endangering the welfare of children following a domestic violence call in late January.
Officers who responded to the call at Drouin’s home were unable to find her upon their arrival.
However, they made contact with her husband, 31-year-old John Smart, and their two children.
The police discovered the living conditions in the apartment to be deplorable, observing trash scattered on the floor, rotting food, open alcohol containers within the children’s reach, and an infestation of cockroaches and bugs.
The apartment lacked electricity and was permeated by a strong odor of cat feces and urine.
The children were taken to the hospital for evaluation due to the unhealthy environment, and the Division for Children, Youth and Families (DCYF) was notified.
Smart, who was present at the scene, was arrested on an active warrant and, like Drouin, is charged with two counts of endangering the welfare of a child.
Drouin remains at large and is believed to be actively evading arrest.
Manchester Police Department (MPD) does not have a current booking photograph but describes Drouin as approximately 5 feet 5 inches tall with blue eyes and black hair.
