Chelsea pair arrested for vehicle theft, animal cruelty

CHELSEA — Two Chelsea residents were arrested Thursday afternoon on charges of aggravated operation without the owner’s consent, receiving stolen property, and animal cruelty, according to the Windsor County Sheriff’s Department.

Sheriff Palmer, along with Sgt. Leonard and Deputies Howe, Buchanan, and Black, responded to a report of a stolen vehicle believed to be located at the residence of Timothy Blondin, 48, on Vt Route 113.

The team found the vehicle parked across the road in a pull-off area.

Authorities ordered Blondin and Jessica Partlow, 40, out of the house and placed them under arrest at around 4 p.m. Duprey’s Towing removed the stolen vehicle from the scene.

Blondin faces an additional charge of animal cruelty concerning a sheep found on his property.

Following their arrest, both Blondin and Partlow were transported to the VSP Royalton Barracks and then to the Royalton Police Department for processing.

The suspects were cited and released, and the vehicle is being returned to its rightful owner.
