HUNTINGTON — Matthew Kemp was recently issued a citation to appear in Chittenden County Court to answer to the charge of Home Improvement Fraud.
The 27-year-old contractor from South Burlington, is accused of defrauding James Tutchton, 30, of Huntington, out of $4,400.
According to a statement from the Williston Barracks, Tutchton hired Kemp in April of 2022 to do painting work at his home, with a start date of August 2022.
However, as of January 2023, the work had still not been completed and Tutchton had not received a refund despite multiple requests.
Following an investigation by Williston Troopers and in consultation with the Chittenden County State Attorney’s Office, Kemp was issued a citation on March 7, 2023.
He is scheduled to appear in Chittenden County Court to answer to the charge of Home Improvement Fraud.
Home improvement fraud is a serious offense, and authorities urge homeowners to take precautions when hiring contractors.
It is recommended that homeowners research the contractor’s reputation and obtain references before hiring them.
Additionally, written contracts should be used and include a clear description of the work to be done, the materials to be used, the timeframe for completion, and the total cost of the project.
