Troy, NY man arrested in fatal stabbing after dispute over property

TROY, NY — A 26-year-old Troy man has been arrested in connection with a fatal stabbing that occurred Monday morning in South Troy, police said.

Juan S. Rivera was arrested Monday evening around 4:30 p.m., approximately nine hours after the initial incident, according to the Troy Police Department.

Detectives found Rivera at a hotel in Latham, arrested him, and brought him to Troy PD’s Central Station for processing.

Rivera was arraigned in Troy City Court and remanded to the Rensselaer County Jail on a charge of second-degree murder.

The victim has been identified as Kevin R. Hall Jr., 47, of Troy.

Police said preliminary investigations indicate the victim and suspect were familiar with each other and had a dispute over property while in a building together, which escalated, resulting in the fatal stabbing.

According to police, Rivera was previously convicted of second-degree assault in 2021 and sentenced to incarceration.

He was released from prison under the supervision of NYS Parole on March 27.

Troy Police Detectives utilized technological resources, law enforcement partnerships, and community participation to identify and apprehend the suspect.

Several agencies assisted in the investigation, including the NYS Department of Corrections & Community Supervision, New York State Police Special Investigations Unit, United States Marshals Services NY/NJ Regional Fugitive Task Force, and the Capital Region Crime Analysis Center.
