Owego police make 11 arrests, issue 18 traffic tickets in one week

OWEGO — The Owego Police Department reported 11 arrests and 18 traffic tickets issued during the week of April 14 through April 20.

Officers responded to a total of 299 calls for service and documented three motor vehicle accidents during the seven-day period.

A 93-year-old Owego woman was taken into custody for a mental health hold after being reported as a danger to herself and was transported to a hospital for medical treatment.

Robert C. Norris, 33, of Willseyville, was arrested for aggravated unlicensed operation of a motor vehicle in the third degree and having a dirty license plate following a traffic stop on W. Main Street.

A 15-year-old juvenile from Owego was arrested for criminal mischief in the fourth degree and harassment in the second degree following an investigation of a domestic incident on Southside Drive.

David P. Kolb Jr., 53, of Owego, was arrested three separate times during the week, including charges of criminal possession of controlled substance, littering, criminal tampering, and resisting arrest.

Jessica L. Spiegel, 44, of Owego, faced charges of littering and criminal tampering following investigations on North Avenue.

Jeremy J. Peters, 50, of Owego, was arrested for criminal contempt in the second degree after allegedly violating an order of protection.

Patrick D. Sleeper, 41, of Tioga, was arrested for aggravated unlicensed operation of a motor vehicle in the second degree following a traffic stop on Front Street.

Peter J. Knapp, 31, of Owego, was arrested for aggravated unlicensed operation of a motor vehicle in the third degree and operating an uninspected motor vehicle after being stopped on Talcott Street.
