ALBANY — State Police of the Capital with the assistance of the Albany Police Department arrested Taylor Houlihan, 32, of Valley Falls, for Falsely Reporting an incident in the second degree.
On April 19, at about 1:10 p.m., State Police of the Capital received the report of an individual acting suspiciously and leaving a backpack in the area of a scheduled, organized protest in West Capitol Park in Albany.
The individual was located and identified as Houlihan.
While interviewing Houlihan, he allegedly made broad statements that a bag he had abandoned in the area of a bus stop on Washington Avenue may contain an explosive device.
The area was immediately evacuated, and the roadway was closed due to public safety concerns with the assistance of The Albany Police Department.
The Bomb Disposal Unit (BDU) and their K9 partners responded and determined that the bag did not contain any explosive material.
The area was then reopened to the public.
Houlihan was transported to SP Capital, where he was arrested and processed.
He was then arraigned at the Albany City Court and released.
Houlihan was then turned over to the staff of Albany Medical Center for evaluation and treatment.
