ST. JOHNSBURY — Two homeless men were arrested Thursday night after state police responded to reports of a suspicious vehicle where occupants were allegedly using drugs.

Leonard Garcia, 31, was arrested for suspicion of driving under the influence of drugs following the 11:11 p.m. traffic stop on Memorial Drive.

Austin Emmons, 22, was charged with violating conditions of release and possession of regulated substances in the same incident.

Troopers from the St. Johnsbury Barracks initiated the traffic stop after locating the suspicious vehicle and observing a moving violation.

During the interaction with the vehicle’s occupants, officers observed indicators of drug use, according to state police.

The investigation led to the deployment of K9 Carbon, which ultimately resulted in the arrests.

Both men were taken into custody without incident and transported to the St. Johnsbury State Police Barracks for processing.
