Hartford man charged with producing child sexual abuse materials

HARTFORD — A 33-year-old Hartford man has been charged with producing child sexual abuse materials after allegedly repeatedly sexually assaulting a five-year-old girl who lived in his apartment building.

Matthew Isaacs is scheduled to appear in court before United States District Judge Geoffrey W. Crawford in Burlington at 2 p.m. today.

Court records indicate Isaacs took photographs of the child’s genitalia during the sexual abuse and later modified the images by adding words and graphic content.

Some images reportedly show Isaacs actively abusing the child, with his hand down her pants, with investigators identifying him by a distinctive tattoo on his arm.

Isaacs had previously been charged in Vermont Superior Court with Lewd and Lascivious Conduct with a Child and was on conditions of release at the time of his federal arrest.

The criminal complaint contains allegations only, and Isaacs is presumed innocent until proven guilty.

If convicted, Isaacs faces a mandatory minimum of 15 years of imprisonment and up to 30 years.
