Utica man arrested for inappropriate contact with minor

UTICA — A 27-year-old Utica man has been arrested for having inappropriate contact with a child, according to the Oneida County Sheriff’s Office.

Colin Kelsey was charged with one count of Endangering the Welfare of a Child on April 4 after turning himself in to authorities.

The arrest follows an investigation by Sheriff’s Investigator Mark R. Chrysler, who identified a 15-year-old female victim who allegedly had inappropriate contact with Kelsey via a social media platform in August 2024.

Kelsey was already out on bail from previous charges stemming from a March 3 arrest, when he was charged with one count of Possessing a Sexual Performance by a Child and two counts of Promoting a Sexual Performance by a Child following the execution of a search warrant at his residence.

After processing, Kelsey was arraigned at Utica City Court and released on his own recognizance.

Services through the Child Advocacy Center have been offered to the victim, and an Order of Protection has been requested from Utica City Court.
