New York State Police arrest substitute teacher on charges of inappropriate contact

LOWVILLE — New York State Police Bureau of Criminal Investigation in Lowville received a report on April 3 from the Carthage Central School District concerning allegations of inappropriate contact between a substitute teacher and multiple third-grade students at West Carthage Elementary School.

The school officials promptly reported the incident to law enforcement, leading to the immediate removal of the suspect from school property following the district’s notification.

Following the investigation, state police arrested Lowell A. Williams, 64, of Carthage, on April 7.

Williams faces two counts of forcible touching and two counts of endangering the welfare of a child, each classified as Class A misdemeanors.

He was issued an appearance ticket returnable to the Town of Champion Court on April 24 at 3:00 p.m.

Additionally, Williams was served with a notice of trespass, preventing him from accessing any Carthage Central School District property.
