MONROE — State Police Troop F Bureau of Criminal Investigation arrested Philip Kinkel, 57, of Harriman, on charges related to child sexual exploitation on March 25.
Kinkel is charged with Possessing an Obscene Sexual Performance by a Child less than 17, a Class E Felony.
The charge stems from Kinkel allegedly possessing and having access to images and videos consistent with child sexual exploitation.
The arrest followed a proactive investigation by the Troop F Computer Crimes Unit, in collaboration with Troop F BCI, which led to the execution of a search warrant at Kinkel’s residence in Harriman.
Kinkel was processed at State Police Monroe and released on an appearance ticket.
He is scheduled to appear in the Village of Harriman Court on April 17 at 5 p.m.
