RUTLAND — Vermont State Police have charged a Poultney man with kidnapping after an investigation into an alleged assault that occurred in 2010.
Jason A. Seiple, 38, was cited on charges of kidnapping under 13 VSA 2405(a)(1)(C) following an investigation into an incident at a residence on Crescent Street.
Police said they identified an adult female who reported being the victim of a crime committed by Seiple.
Investigators determined that in 2010, Seiple allegedly restrained the woman to part of a stairway banister with handcuffs against her will and physically assaulted her while she was restrained.
A citation was issued to Seiple through his attorney on March 20.
