Uber driver arrested after bathroom incident in South Windsor

SOUTH WINDSOR — An Uber driver was arrested after allegedly masturbating in a customer’s bathroom, one of several arrests made by South Windsor police over a two-day period in mid-March.

Ramesh Chand, 33, of West Hartford, was arrested Friday, March 14 at 2:20 a.m. and charged with disorderly conduct.

According to police, Chand asked to use a customer’s bathroom after completing a ride to the customer’s residence.

The customer agreed, but later observed Chand masturbating when he opened the bathroom door, police said.

Officers contacted Chand, who turned himself in at police headquarters.

He was released on a $1,500 non-surety bond and is scheduled to appear in Manchester Superior Court on Wednesday, April 2 at 9 a.m.

In a separate incident, Devin J. Zalot, 30, of Terryville, was arrested Friday, March 14 at 9:17 p.m. on an active arrest warrant charging him with fifth-degree larceny.

The charge stems from a November 2024 theft of $885 worth of merchandise from the Nike Store on Evergreen Way.

Zalot was transferred to South Windsor police custody from Hartford Correctional Center and released on a $5,000 non-surety bond with a court date of April 2 at 9 a.m.

Police also arrested Michael A. Skrabely, 68, of Springfield, Massachusetts, on Friday, March 14 at 9:37 p.m.

Skrabely was charged with driving under the influence (second offense), failure to drive in proper lane, and operating a motor vehicle without a license.

An officer observed Skrabely’s vehicle traveling unreasonably slow and swerving within its lane before crossing the white fog line on Route 5 several times, police said.

After failing standardized field sobriety tests, Skrabely was taken into custody and later released on a $1,000 surety bond.

The following day, Saturday, March 15 at 11:40 a.m., police arrested Jasxian Ortiz, 29, of Hartford on two active arrest warrants charging him with sixth-degree larceny and second-degree failure to appear.

The larceny charge relates to a March 2024 theft of approximately $338 of merchandise from Lowes on Buckland Hills Drive.

Ortiz was held on a $5,000 surety bond.
