Woman arrested for welfare fraud in Elmira

ELMIRA — A woman was arrested Wednesday following a welfare fraud investigation conducted by the Chemung County Department of Social Services Special Investigations Unit and the Elmira Police Department.

Christa M. Rubin, 51, was charged with one count of welfare fraud in the fifth degree, one count of petit larceny, and four counts of offering a false instrument for filing in the second degree.

The investigation revealed that Rubin fraudulently completed four applications for public assistance with the Chemung County Department of Social Services by failing to report household income as required.

As a result, Rubin received $14,802 in Supplemental Nutrition Assistance Program benefits she was not eligible to receive.

All charges are Class A misdemeanors.

Rubin was processed and released with an appearance ticket for Elmira City Court at a later date.
