Salem police seek public help in contractor fraud case

SALEM — Salem police are requesting public assistance in an ongoing investigation into a contractor fraud scheme involving two men arrested earlier this week.

On Monday, Feb. 10, members of the Patrol Division, alongside detectives from the Criminal Investigation Division, arrested 38-year-old Billy O’Brien of Wellesley and 46-year-old Thomas Maughan of Waltham.

Both men face multiple felony charges related to contractor fraud.

Authorities believe O’Brien and Maughan are part of a transnational criminal organization involved in home improvement scams.

The group allegedly approaches homeowners, offering various home improvement services in exchange for a down payment.

After receiving payment and performing minimal demolition work, the suspects fail to return to complete the job.

The suspects reportedly posed as employees of “Everbuild Masonry and Waterproofing” and “Base Pro Construction.”

Salem police urge anyone who has had contact with O’Brien or Maughan to contact the department.
