Man faces animal cruelty charges for neglecting dog in Naugatuck

NAUGATUCK — A Waterbury man has been charged with animal cruelty after falsely claiming to have found an emaciated dog, according to Naugatuck Police Department officials.

Julio Galindez-Rivera, 37, brought the severely underweight Chihuahua to the Naugatuck Animal Control Facility on Jan. 4, stating he found the animal the previous day.

The dog was in dire condition, with overgrown nails curling into its paws.

Upon completing the required paperwork for found animals, which includes a declaration of having no knowledge about the dog or its ownership, an investigation revealed that Galindez-Rivera was in fact the owner of the dog.

Galindez-Rivera was arrested on Jan. 28 after a warrant was issued, charging him with cruelty to animals and obstruction of an animal control officer.

Due to a Remand to Actual Custody Order issued by parole officers, he was held without bond.

Galindez-Rivera appeared at Waterbury Superior Court for arraignment on Jan. 29.
