Rockland police bust massage parlor for prostitution and human trafficking

ROCKLAND — Rockland Police Department has uncovered a massage parlor involved in prostitution and potential human trafficking ties to organized crime after a collaborative investigation with federal and local law enforcement agencies.

The probe into “Asian Massage,” initially located in Waldoboro before moving to Rockland, began in late July after Lincoln County law enforcement shared findings of sexual acts being exchanged for money at the parlor.

Rockland detectives, utilizing information provided, discovered suspected connections to organized crime and human trafficking operations stemming from New York.

Throughout the investigation, Rockland Police conducted physical and electronic surveillance, patron interviews, and secured a search warrant for discarded materials.

In December, a joint raid with Homeland Security agents led to the search of the Rockland property, where multiple interviews were conducted, and significant evidence was collected, with some still under review by Homeland Security.

Following the December operation, the “Asian Massage” parlor ceased activity in Rockland, though similar suspected establishments remain active in Maine.

Rockland detectives are continuing their investigation in partnership with federal, state, and local law enforcement, as well as the Knox County District Attorney’s Office, involving additional interviews and search warrants for DNA evidence.

To date, charges of criminal “Engaging Person for Prostitution” have been brought against the following individuals:

– Bruce Liljegren, 78, Thomaston
– Randy Bouchard, 62, South Thomaston
– Michael Graves, 65, Rockport
– William Heiden, 39, Rockland
– Joseph Cady, 50, Palermo
– Mark Strong, 69, Thomaston
– Neal Shepard, 71, Cushing
– Stanley Carlton, 65, Owls Head

The investigation remains active, with additional criminal charges anticipated.
