Upon approaching, they found Phillip Anderson, 44, asleep in the driver’s seat.

A subsequent search revealed a Smith & Wesson .40 Tactical firearm within the vehicle’s armrest.

The weapon was loaded with one round in the chamber and nine rounds in the magazine, according to District B-2 Detectives.
