Man nabbed for credit card fraud, another held for stolen firearm in Rhode Island

EXETER — A New York man was arrested on charges of credit card fraud and related offenses following a traffic stop in Exeter on Saturday afternoon, Rhode Island State Police said.

Yongcai Liu, 34, of Brooklyn, was taken into custody at 1:32 p.m. after troopers stopped his vehicle on Nooseneck Hill Road.

Liu faced multiple charges: being a fugitive from justice on an original charge of fraud involving illegal use of a credit card from New Hampshire, obtaining a credit card through fraudulent means, possession of an incomplete credit card, and forgery and counterfeiting.

After being processed at the Hope Valley Barracks, Liu was arraigned by a justice of the peace and then transported to the Adult Correctional Institution – Men’s Intake Center.

In a separate incident later that evening, Curtis Gibbs, 40, of New Haven, Connecticut, was arrested on several firearm-related charges.

At 10:22 p.m., a vehicle stop on Route 95 in East Greenwich led to his arrest for possession of a stolen firearm, lack of a permit for carrying a pistol, possession of firearms by a prohibited person, possession of large-capacity feeding devices, and disorderly conduct.

Gibbs received medical evaluation at Kent County Hospital before being taken to the Hope Valley Barracks, where he was processed and held for arraignment.
