Boston police seize half kilo of cocaine, arrest two in fugitive operation

BOSTON — Boston Police Department’s Fugitive Unit captured two men and seized a significant quantity of drugs Thursday afternoon during an operation linked to a 2021 shooting.

At 3 p.m., on Nov. 7, officers arrested Evan Velez, 37, of Dorchester, and Emmanuel Arnauld, 30, of New York City, on firearm and drug-related offenses.

The operation targeted Velez, who was wanted on an outstanding arrest warrant for firearm offenses stemming from a shooting in Jamaica Plain.

Police conducting surveillance near 58 Cedar St. in Roxbury spotted a pickup truck entering a parking lot with the driver remaining in the running vehicle.

Velez was later seen approaching the truck and entering the passenger seat.

Officers moved in to arrest Velez on his outstanding warrant and subsequently found him with a sum of U.S. currency organized for drug distribution.

A search under the driver’s seat of the truck uncovered 513 grams of cocaine.

Arnauld, the driver, was immediately taken into custody.

Velez is expected to be arraigned in Roxbury District Court on charges of Carrying a Firearm Without a License and Conspiracy to Violate Drug Laws.

Arnauld will also face arraignment for Possession of Class B Drugs (Cocaine) with Intent to Distribute and Drug Trafficking 200 Grams or more.

The 2021 incident occurred on July 10, at approximately 4:34 a.m., when police responded to reports of a shooting at 360-B Centre St. in Jamaica Plain.

Officers recovered ballistics at the scene and were informed that a male victim with non-life-threatening gunshot wounds had been transported to a local hospital.

A search of the premises yielded a Glock case, ammunition, an easy loader, and ballistic evidence, leading to the issuance of the arrest warrant for Velez.
