Rutland officer faces charges in 2023 shooting incident

RUTLAND — A Rutland City Police Department officer has been cited in connection with a police shooting that took place in July of last year, following an investigation by the Vermont State Police and subsequent directions from the Attorney General’s Office on Thursday, Oct. 31.

Sgt. Andrew Plemmons is scheduled for arraignment on charges of aggravated assault with a deadly weapon and reckless endangerment.

The court appearance is set for 12:30 p.m. Friday at the Criminal Division of Vermont Superior Court in Rutland.

The incident in question occurred on July 3, when Sgt. Plemmons discharged his weapon, injuring Randy A. Perez-Coiscou and Andy H. Perez-Coiscou, 21-year-old twin brothers from Springfield, Massachusetts.

Both victims have recovered from their injuries since the event.

The Vermont State Police have not released further details pending the arraignment.
