Rhode Island law enforcement apprehends multiple fugitives and sex offender

PROVIDENCE — Multiple arrests were made by Rhode Island law enforcement on Oct. 30, involving fugitives from justice and a sex offender, according to the ACI Investigations Unit and other task forces.

Evan Silveira, 41, of Pawtucket, and Elissa Ogunba, 41, of Providence, were both arrested as fugitives from justice in Massachusetts.

Additionally, Trea Hopper, 31, of Providence, was apprehended as a fugitive from Connecticut.

All three were arraigned in Third District Court where they waived extradition and were ordered held at the ACI pending their returns to the respective states seeking them.

In a related operation, the Computer Crimes Unit/Internet Crimes Against Children Task Force arrested Thomas Angelina, 35, of North Providence, on an extraditable warrant from Virginia for sex offenses involving a minor.

Angelina was processed, arraigned before Magistrate O’Neill, and did not waive extradition.

His bail was set at $100,000 with double surety.

The Rhode Island Violent Fugitive Task Force also captured Pedro R.

Garcia, 21, of Providence, on charges of domestic aggravated assault with a weapon from the Providence Police Department.

Garcia was taken into custody without incident and handed over to the Providence Police Department.
