PUTNAM — A two-vehicle collision on Monday evening resulted in one driver fleeing the scene and later surrendering to authorities, according to the Putnam Police Department.

Emergency services were dispatched to a reported motor vehicle accident at the intersection of Woodstock Ave. and Van Den Noort Street at about 9:14 p.m.

A subsequent investigation revealed that a 2009 Mazda 6, driven by 19-year-old Heaven Lowell of North Grosvenordale, was making a left turn onto Van Den Noort Street when it was hit by a 2006 Chrysler Sebring.

The Sebring had been attempting to pass the Mazda on the left over a solid double yellow line.

After the impact, the Sebring went onto the sidewalk, struck a stone wall, and narrowly avoided hitting a pedestrian before stopping in the westbound lane of Woodstock Ave., about 210 feet from the crash site.

Witnesses reported that the occupants of the Chrysler fled the scene on foot.

Lowell reported minor injuries and, along with her passenger, was checked by Putnam EMS but declined further medical attention.

The Putnam Fire Department responded to clear the roadway, which was temporarily obstructed by the accident.

Plainfield Police also assisted with a K-9 search for the suspects who had fled, but the search did not yield immediate results.

Later that night, at approximately 11:41 p.m., the driver of the Chrysler, identified as 19-year-old Issac Johnson of 471 N.

Main Street, Moosup, CT, turned himself into the Putnam Police Department.

Johnson was issued a Misdemeanor Summons for Evading Responsibility, Passing in No Passing Zone, Traveling Unreasonably Fast, and Failure To Drive Right.

He was released with a Promise to Appear in Danielson Superior Court on Nov. 6.
