Westminster woman arrested for vehicle theft, fugitive charges

WESTMINSTER — A month-long investigation by the Windham County Sheriff’s Office culminated in the arrest of a Bellows Falls woman on multiple charges, including being a fugitive from justice, officials said Sunday.

Shawna M. Davignon, 40, is accused of failing to return a rented motor vehicle, providing false information to law enforcement, and violating conditions of her release.

The investigation began after a Westminster business reported a vehicle not returned in September.

Through investigative efforts, deputies determined Davignon had falsely reported the vehicle stolen.

The car was recovered by deputies in collaboration with the Bellows Falls Police Department (BFPD) in Rockingham on the night of Sept. 13.

Further investigation revealed that Davignon had an active arrest warrant from the Commonwealth of Virginia and was under Vermont court-ordered conditions.

Davignon was located at her Bellows Falls residence on Oct. 5 by officers with BFPD and a deputy.

Following her arrest, Davignon was processed at the BFPD and held on a $15,000 cash or surety bond.

She was lodged at the Southern State Correctional Facility pending her court appearance set for Oct. 7.
