Seabrook employees arrested on theft, credit card fraud charges

SEABROOK — In a crackdown on public funds misuse, New Hampshire State Police have arrested five Seabrook municipal employees on charges of theft and credit card fraud.

The arrests took place early this morning, Oct. 4, after a detailed investigation sparked by an anomaly detected during a routine audit of the Town of Seabrook Department of Public Works’ expenditures.

On March 20, the Seabrook Police Department enlisted the assistance of State Police from Troop A to probe the matter more deeply.

Casey Carter, 42, Shauna Carter, 40, and Ralph Welch, 52, all Seabrook residents, were taken into custody at the Seabrook DPW facility at about 7 a.m. on felony charges including theft by deception and fraudulent use of a credit card.

Also apprehended were Forrest Carter, 62, of Seabrook, and Herbert Randall, 66, from Effingham.

Both men are facing misdemeanor charges similar to their counterparts.

Following their arrest, all individuals were released on bail.

They are slated to appear before the Hampton District Court on Nov. 14 at 8 a.m.

Concurrent with the arrests, State Troopers executed two search warrants, leading to the recovery of items pertinent to the ongoing investigation.
