St. Albans burglary suspect arrested, held on $5,000 bail

ST. ALBANS — In the early hours of Sept. 24, the St. Albans Police Department responded to a burglary report at Martha’s Community Kitchen, where an unauthorized entry had occurred.

Upon arrival at the community kitchen, officers found a broken window that the intruder used to access the building.

The suspect had already fled, but security camera footage allowed the police to identify the burglar.

The following day, at approximately 3:30 p.m., police apprehended 41-year-old Victor Velez, who is currently unhoused.

Velez was positively identified as the individual responsible for the break-in.

After consulting with the Franklin County State Attorney’s Office, Velez was lodged at the Northwest State Correctional Facility on a $5,000 bail.

His criminal history includes over 20 police contacts this year, in addition to 7 felony convictions, 8 misdemeanor convictions, and 4 failures to appear.
