South Windsor police arrest four on separate charges, including burglary and pursuit

SOUTH WINDSOR — A series of arrests were made by the South Windsor Police Department over the weekend, including charges of burglary, engaging police in pursuit, and breach of peace, among others.

On Sept. 21, at 10:06 a.m., police arrested Rhonda B. Gowdy, 34, of Manchester, on an active arrest warrant related to a domestic violence incident from July.

Gowdy was accused of harassing a victim by banging on their door, window, and vehicle.

She was released on a $500 non-surety bond and appeared in Manchester Superior Court on Sept. 23 at 9 a.m.

That same day, at 12:55 a.m., Gabriel F. Raia, 61, of East Hartford, led police on a pursuit after failing to stop for an officer.

Raia’s vehicle, which had defective tail and brake lamps, collided with a police cruiser before fleeing.

He was later apprehended in a Walmart parking lot in Manchester.

During booking, Raia assaulted an officer and was held on a $300,000 surety bond.

He also appeared in court on Sept. 23.

Additionally, on Sept. 21 at 9:49 p.m., Manuel Vidal, 50, of Hartford, was arrested for attempted burglary after trying to enter a vehicle while a homeowner observed him.

Located near Town Center Plaza, Vidal was processed and held on a $10,000 surety bond, appearing in court the following day.

On Sept. 23, at 12:41 p.m., Noel Rivera, 39, of Hartford, was arrested for a violation of probation during a call at Lowes.

Rivera was processed and released on a $30,000 surety bond and is set to appear in Manchester Superior Court on Sept. 24 at 9 a.m.
