MANCHESTER — A Manchester man was arrested on September 9 after being accused of assaulting a 5-year-old child.
Authorities said they received a Law Enforcement Notification from the Division for Children, Youth and Families on August 23, regarding a child who had sustained facial injuries suspected to be from abuse.
The investigation led Manchester Police to 27-year-old Domingo Pacheco, who was allegedly caring for the child at the time of the incident.
An arrest warrant was issued for Pacheco, charging him with second-degree assault.
Pacheco subsequently surrendered to the authorities and was placed in preventative detention pending further legal proceedings.
