WOODSTOCK — The Windsor County Sheriff’s Department announced the arrest of a Barnard man on charges of sexual assault and lewd and lascivious conduct.
Detective Sergeant Richard King led the investigation following a complaint received on Aug. 12 about an incident near the Barnard Town Garage/Transfer Station involving an adult victim.
The Windsor County Special Investigation Unit conducted interviews which resulted in probable cause for the arrest of 58-year-old Delmar Balch.
Balch, a resident of Barnard, was cited to appear in Windsor District Court in White River Junction on Oct. 8 at 8 a.m.
The Sheriff’s Department has not released further details about the incident as the investigation is ongoing.
