Suspect arrested in May New Haven homicide

NEW HAVEN — New Haven Police Department announced the arrest of a suspect in a homicide that occurred on May 20, when ShotSpotter technology and multiple 911 calls alerted them to gunfire at 10 Wolcott St. at approximately 12:38 p.m.

Upon arrival, officers found Peter Arroyo with gunshot wounds to the head.

Arroyo was transported to Yale New Haven Hospital, where he was pronounced dead.

The Medical Examiner’s Office later ruled the death a homicide.

Investigators obtained surveillance footage showing a man, later identified as Jaquarius Carter, born Sept. 30, 1994, dressed in all black, including a hoodie and hat, approaching a group of people near a black Chevrolet pickup truck in front of the location.

Carter was seen drawing a firearm from his waistband and firing multiple shots at Arroyo, who immediately fell to the ground.

With support from the State’s Attorney’s office, Inspector Mastropetre and Detective Wright secured an arrest warrant for Carter on July 12, charging him with Murder, Criminal Possession of a Firearm, and Carrying a Pistol without a Permit.

Carter is currently being held on a $2.5 million bond.

Carter had fled Connecticut, but detectives, working with the U.S. Marshals, apprehended him on July 23 in Riverdale, Georgia.

He was extradited and returned to Connecticut on Aug. 6.
