SOUTH WINDSOR — A 55-year-old Willington man was arrested by the South Windsor Police Department on charges of second-degree stalking and disorderly conduct after a July incident at a local Target store.

James F. Cordeira was taken into custody on Aug. 8 at 6:06 p.m. on an active arrest warrant related to the events of July 14, when he allegedly followed a woman and her two adult daughters around the Target store located at 125 Buckland Hills Drive, despite not making any purchases.

The victims, who did not know Cordeira, became frightened enough to request a Target associate to escort them to their car.

Cordeira reportedly continued to exhibit alarming behavior in the parking lot, circling the area and driving past the victims’ vehicle multiple times before following them out of the parking lot onto Buckland Hills Drive.

After the victims reported the incident to the South Windsor Police Department, authorities confirmed the sequence of events through security footage obtained from both inside Target and from a nearby Lowe’s store.

Cordeira was identified in part through his Connecticut vehicle registration, leading to the issuance of an arrest warrant.

Upon turning himself in at police headquarters, Cordeira was processed and held on a $15,000 surety bond.

He is scheduled to appear in Manchester Superior Court on Aug. 9 at 9 a.m.
