Rhode Island State Police make arrests: larceny, obstruction, and sex offender registry violation

PROVIDENCE — In a series of arrests, Rhode Island State Police took into custody three individuals on outstanding warrants, including charges of larceny, obstruction, and failure to report a sex offender address change, authorities said Thursday.

At 2:56 p.m., troopers from the Scituate Barracks arrested Lionel Lugo, 42, of Providence, following a motor vehicle stop on Manton Avenue.

Lugo was wanted on an affidavit and arrest warrant for larceny issued by the Providence Police Department.

After processing at state police headquarters, he was handed over to city police.

Later that evening, at 10 p.m., Elisha Rondon, 22, also of Providence, was arrested on an active affidavit arrest warrant related to a Scituate Barracks investigation.

Rondon faced charges including obstruction of an officer in the execution of duty, driving with a suspended license for certain violations, and reckless driving.

North Providence Police located Rondon, who was then processed and released after an arraignment by the Justice of the Peace.

Early morning at 3:51 a.m., Jarred Kaiser, 34, of North Providence, was taken into custody for failing to report a change of address as a sex offender, a warrant issued by the State Police Special Victims Unit.

Kaiser was held overnight at state police headquarters pending arraignment.
