NEWPORT — Montpelier Police Department arrested a man on multiple charges including aggravated domestic assault after responding to a physical altercation on July 4.

At 11:16 a.m., officers were dispatched to the intersection of Main Street and Stone Cutter’s Way where Russell Dowland, 56, of Newport, allegedly struck his domestic partner with a hard object and engaged in a fight with others at the scene.

Dowland resisted arrest and attempted to assault the officers during the incident.

He was also found to be in violation of court-ordered conditions of release, which mandated a 24-hour curfew at his residence.

After being processed at MPD, a judge ordered Dowland held without bail.

He was lodged at the Northeast Regional Correctional Facility in St. Johnsbury and is scheduled for arraignment the next day.

Dowland faces charges of second-degree aggravated domestic assault, disorderly conduct, violation of conditions of release, resisting arrest, and attempted simple assault on a police officer.

The investigation is ongoing with no further details released.
