WINDSOR LOCKS — Police officers and emergency medical services responded to a distressing scene on N. Main St. at approximately 1 p.m. on June 12, where an emotionally disturbed person had reportedly run naked into the street and later showed signs of self-harm.

The Windsor Locks Police Department received a call from a concerned family member requesting a well-being check for an adult individual.

Upon arrival, authorities found the person inside a residence, naked again with superficial cuts to the face.

Officers noted blood on the walls as they entered the home.

When the officer attempted to provide initial care, the adult became irrational and combative, assaulting the officer.

Due to the individual’s noncompliance with verbal commands and a slippery condition caused by water and urine on their body, the person had to be physically restrained.

This task proved to be challenging, and additional units were called in for support.

During the altercation, the individual also fought with paramedics and claimed to have stabbed themselves in the neck and to be infected with HIV.

The person was eventually subdued and transported to a hospital psychiatric unit for evaluation.

Officers reported not observing injuries consistent with the person’s claim of self-inflicted neck wounds.

As the residence was searched for other potentially injured parties, two dogs were discovered, one of which had suffered a stab wound to the neck.

The Windsor Locks Police Department’s Animal Control Officer quickly arranged for the injured dog’s emergency medical treatment.

Authorities have stated that the case remains open and criminal charges are pending.

Further details will be disclosed to the public following an arrest.
