Ware police arrest two in violent park assault, third in resisting arrest

WARE — After a disturbing incident at Grenville Park, the Ware Police Department has conducted arrests in connection with a violent assault on a juvenile.

On May 19, police responded to a call at the park where two females were reportedly fighting.

Subsequent investigations led to the discovery of a video posted on social media the next day, showing a female dragging a younger female by the hair for 100 feet down Park Street exit way of the park.

The young victim was assaulted, pushed down a hillside, and punched by the suspect, while a male voice encouraged further violence.

Ciarah Caraid-Starr of 13 Webb Court was arrested on May 21 and charged with kidnapping of a child, two counts of assault and battery, and reckless endangerment of a child.

She was held on $500 cash bail and arraigned on May 22 at the Eastern Hampshire District Court in Belchertown, where her bail remained unchanged.

On May 24 at 7:23 p.m., police arrested Hailey Powell, also of 13 Webb Court, on charges related to the park assault, including kidnapping of a child, assault and battery, and reckless endangerment of a child.

During her arrest, Powell resisted and was additionally charged with resisting arrest, disorderly conduct, and assault and battery on a police officer.

Arthur T. Powell IV, Hailey Powell’s husband, attacked police officers while they were executing her arrest.

He faces charges of assault and battery on a police officer, resisting arrest, attempting to disarm a police officer, specifically a Taser, and disorderly conduct.

Both Hailey and Arthur Powell were held on $1,000 bail each and are scheduled to be arraigned at the Eastern Hampshire District Court on May 28.
