Man charged with kidnapping arrested in Woodstock

WOODSTOCK — A New York City man has been arrested and charged with kidnapping and several other offenses following a multi-agency law enforcement operation on March 15.

At approximately 2:07 p.m., the Rutland City Police Department received a report of a kidnapping from a domestic violence shelter in the New York City area.

Cpl. Cravaggio quickly determined the suspect’s vehicle was leaving Rutland and headed toward Woodstock via Route 4.

Sgt. Plemmons of Rutland City Police promptly notified the Windsor County Sheriff’s Department and the Woodstock Police Department, providing them with the vehicle’s description and last known location.

Sheriff Palmer and Lt. Battista intercepted the vehicle on Central Street in Woodstock.

With the assistance of Chief Swanson and Sgt. O’Keefe, 21-year-old Jeuris Rosa was taken into custody.

After being transported to the Woodstock Police Department, Rosa was interviewed by Sheriff Palmer and Chief Swanson.

The victim received an evaluation by the Woodstock Fire Department and was then taken to the Woodstock Public Safety building for further assistance.

The investigation led to probable cause to charge Rosa with kidnapping, unlawful restraint in the first degree, aggravated domestic assault in the second degree, and violation of an abuse prevention order.

Rosa was held without bail and is scheduled to appear in Windsor Superior Court at 12:30 p.m. on March 18.

The cooperative effort involved multiple agencies, including the Woodstock Police Department, Windsor County Sheriff’s Department, Rutland City Police Department, Department of Homeland Security Investigations Derby Office, Customs and Border Protection, Vermont State Police, Federal Bureau of Investigations, NYPD, WISE, and the Woodstock Fire Department, all of whom received thanks for their assistance in the operation.
