U.S. Customs and Border Patrol stopped the vehicle and made contact with the driver, identified as Jerome Mabb.

Troopers from the Vermont State Police St. Albans barracks were notified of the incident and traveled to the Port.

While speaking with Mabb, police say they observed several indicators of impairment.
