WESTMINSTER — A 39-year-old man from Massachusetts was cited in Westminster last month.
Police say they noticed an individual walking on I-91 at around 7:30 p.m.on December 13.
Police say they immediately saw a vehicle pulled off in the break down lane, with no lights or hazards on.
The person of interest was identified as Ryan Sprigg.
Police say he was broken down on I-91.
Sprigg was allegedly in possession of a stimulant drug.
He was processed at the Westminster barracks and criminally cited to appear in court on January 31.
