Two arrested in Plattsburgh

PLATTSBURGH — Two people were arrested in Plattsburgh yesterday.

Police initiated a traffic stop on Tom Miller Road at around 8:15 p.m.

During the stop, Kelly J. Ryan, 46, of Churubusco, NY, was interviewed regarding vehicle and traffic law violations.

Police say a passenger in the vehicle, Spencer L. Decoste, 43, of Altona, NY, was interviewed and found in possession of one half of a pill, which was revealed to be suboxone, buprenorphine, and naloxone sublingual film.

He was also found with a glass pipe.

Decoste was arrested and transported to SP Plattsburgh for processing.

He was charged with three counts of criminal possession of a controlled substance 7th degree and one count of controlled substance not in original container.

He was released on appearance tickets returnable in the Town of Plattsburgh Court on a later date in January 2023.

Police say Ryan was arrested for aggravated unlicensed operator 3rd degree, unlicensed vehicle, and having an un-inspected motor vehicle.
