Authorities were notified of a suspicious complaint on Vermont Route 22A at around 4:00 p.m.

According to the report, a vehicle was parked at the gas pumps and the driver was in and out of consciousness.

State Police made contact with the driver, who was identified as Jimmy L. Bell, of Ticonderoga.
